Goal:
A) Sector test. Install 16 stacks this fall on toroid and do sector checkout.
B) Ramp production to 4 stacks/day=108 days and install as access permits.
Concerns: shroud covers not tested, improved shearing, infra-structure installation schedule (gas, HV, cables). Need to make transition cards, paddle cards
